Hugh Stickland, Chief Data Officer and Chief Scientific Adviser, Justice Digital, Data and Science (JDDS), Ministry of Justice

Hugh Stickland is Chief Data Officer and Chief Scientific Adviser for Justice Digital, Data and Science (JDDS) at the Ministry of Justice. He leads the department’s data and science functions, ensuring that evidence, research, innovation and emerging technologies are used effectively to improve outcomes across the justice system. He also provides independent scientific advice and challenge to ministers and senior leaders, while strengthening partnerships across government, academia and industry. 

Before joining the Ministry of Justice in 2023, Hugh spent six years at the Office for National Statistics, leading cross-government analytical work on issues including Covid-19, the cost of living, EU Exit, mental health and loneliness. He has also held senior roles at Citizens Advice, the Deputy Prime Minister’s Office and the Department for Work and Pensions. 

Within JDDS, Hugh oversees programmes spanning data strategy, data sharing and linkage, behavioural science, and research and development. He works closely with Chief Scientific Advisers across government to promote evidence-based decision-making and to build the science, data and technology capabilities needed to deliver modern public services.
